problems with rust

i no this isnt a modification on my styling but it will affect my cars styling with rust patches.

its rusting by the fuel filler cap but its rusting all the way down, its rusting where the bolts for the rear bumper comes through, under the rear lights, and rusting along the lines below the rear lights.
how easily can all this be sorted with a bit of welding or will i need whole new replacement rear panel?

by the looks of it they will be cutting my car up :o how much does it cost on average for a bloke to weld new panels on?
and ive got the worse colour, diamond white, so its going to b 1 of like 1 million different shades to match up with the car
