the 4 point harnesses
the 4 point harnesses with the nascar style buckle (the rotate 90 or 180 deg) are they legal to use on the road?

No, they need to be a push button type

Probably more like a vehicle defect rectification notice.

You would have to be unlucky and get caught by traffic. If caught it is a £40 fine no points. Vehicle rectification notices are hardly used. They are notices that make you get the car fixed or rectified but with no fine or points. They are a lot more work so hardly get used

My rally car has them and thats road legal and passes a mot.Id argue that they are safer than a normal seatbelt!!Hence why they are used in motorsport

Only when used properly. If they're not properly fitted then you might well end up as a pink splodge rattling around inside that weld in cage of yours if you stuff the car properly. This is the problem with multi-point harnesses in road cars, if you don't wear them properly then you're basically signing your life away and hardly anyone does because of the myriad of things people want to do in road cars that isn't driving.
