Sub not very loud

My sub isn't very loud, amp is a JVC milennium / century or whatever they are 2 channel, 100w max per channel brideged and the sub is Picard Pro Plus 15". HU = Tevion 41426 running on the SUB Channel with SUB enabled and vol on max = I can talk louder than the sub.
