starting and idle problems

k here is the problem.
I have a 1.4 cvh cfi fiesta engine and am having problem with idling and starting the car.
When starting the car, from cold or warm after leaving it for about an hour or two the car will just sit there ticking over until 10 seconds later it will finally come to life. in some cases as soon as it does come to life the engine will just cut out or will sound really rough.
I have recently fitted a K&N air filter to the carb which doesn't seemed to have helped the starting of the car, but has improved the stalling of the car in hot weather when coming to a stop. Before the revs would simply cut out and make me look a right t.i.t at traffic lights.
Because of that idle problem i tuned up the idle speed valve which has also helped but makes my revs go to like 1.5k 2k when the choke is pulled out but just under 1k when pushed back in.
Am thinking about getting a bloke out to tune my car and check the ecu in case there are problems with that or at least show me where the problems lay

Any ideas what the problem could be?
I have checked the basic things like cables, and sparks

i used to have a 1Litre fez which used to die at idle (traffic lites etc.). Under the air filter, some screws were lose (to the carb ?), these were tightened and the problem was solved. Sorry i cant tell u more but it wasnt me that did it. Remove the airbox and check!
