Alright, not been on in a while how's tricks?
Question; Why are motabiliy scooters legal to be driven without registration, insurance etc and electric two wheeled scooter ( http://www.skatehut.co.uk/acatalog/info_598.html ) not allowed?

because they are limited to 8 mph and you have to be 14 which is deemed to be a resposable age.

Mobility scooters are not supposed to be used on the road, only on the pavement.
The electric micro scooters are not approved for road use in this country and like bikes are also not allowed to be used on the pavement. Most places that sell them even tell you they're only for use on private land.
