Rev counter reads 5k at idle? What needs changing?

Rev counter reads 5k at idle? What needs changing?

New Si we picked up reads 5k at idle for some reason. At around 2k it reads 7 etc until it hits the stop on the gauge. We dropped the 2.0 in and it still does it, what needs changing the whole dial unit or a sensor somewhere? Anyone experienced this?
