Fiesta Emmisions problem

Hello
Ive just bought a 1119cc fiesta meridian 1993.
Having a problem with the emissions as they are double what they should be.
Also the idle speed is rather erratic and it takes ages to bring its revs down to the correct idle speed. Almost as if it's dropping the revs in stages after you have taken your foot off the accelerator.
Not sure if these two are connected but im having trouble fixing them
Any suggestions would be appreciated.
