best way, buy a full lowering kit, or coilovers...

cheapest and worst way, just buy the springs, but then the dampers are almost at their travel limit and you will have hardly any bounce over bumps and is very harsh
I’d rather lose by a mile because I built my own car, than win by an inch because someone else built it for me. Your car, is your story, so don’t let someone else write the book. – MOOG (Mighty Car Mods)

How bothered are you about if being comfortable, legal, and handling well? If any of these are concerns to you don't bother doing it the cheap way. Either buy some proper shocks and springs or go to coilovers. Don't bother with just springs or cut springs will work out worse in the long run and you'll want to replace them after a month or two anyway

Do it right and do it once :)
