newbies posting for sale

im a member on another site and you cannot post for sale until you have 30 genuine posts under you belt. any way of introducing something like this to this forum to stop people just signing up, placeing for sale adverts of stuff they dont have and ripping people off, seen it happen a few times now quite recently. i know its only a very small amount of people but may deter them
