The amal valve is basically a boost controller.
Rather than the compressor housing being piped directly to the actuator, it goes from the turbo to the amal valve then to the actuator.
The amal valve bleeds off boost above the preset level and vents it back into the airbox. Its purpose is to allow boost to build up to a pre-set level overriding the overboost protection, then revert back when a certain load demand is reached.
It's failsafe in that it require power to operate so if it fails, the boost level will default back to what the actuator is set too - a safe amount (6psi or so as standard).
You can leave it off without any problems, so long as you make sure the car is set up properly.
IAT is inlet air temp, used to determine when to retard the ignition to prevent detonation.
